Business Manager is a tool designed to be your central Facebook hub for managing all your Facebook Pages and ad accounts.
To open a Facebook Business Manager account, you must first sign up for a personal Facebook account.
To add a Facebook Page to your Business Manager, go to the Business Manager home page, click More Tools in the sidebar, and select Business Settings.
Select the one that applies to you and follow the instructions and your Facebook Page should be added to your Business Manager.

Finally, you’ll want to create or add a Facebook Ads account that links to your business account.
Start from the Business Settings screen in your Business Manager. Click Advertising Accounts in the Accounts section of the sidebar.
From the drop-down menu, you can select Add an ad account (an existing account you’ve already opened), Request access to an ad account, or Create a new ad account.
Before moving on to setting up your Business Manager, it’s important to set up the roles in your Business Manager account. Users can assume one of two main roles: administrator and employee.

As long as you keep spending and your payments are processed correctly, your threshold will automatically increase.

If your business is local, only delivers to certain areas, or only wants to advertise in a certain location, this is a good setup. Basically, this option allows you to use different levels of location targeting (city, state, zip code, country, etc.) to target anyone within a certain radius of that location.
For example, if you want to target a mall, you can enter the name or address and set a radius around your location.
