If you do well in your business, you will no longer have subsidies and your premium will increase!

My advice is to always stay online! It’s never worth going out of network for an independent health insurance plan. If you like a provider, try to find their in-network plan to schedule in-network discounts and benefits.

If you do not have a specific doctor you want to see, are relatively healthy, and are more concerned about saving, it is better to choose a plan first.

What Health Benefit Options Are Available For Small Businesses?

When tax time comes, find your CPA and ask about self-employed health insurance deductions. If you qualify (ie no other insurance options + business income), you can deduct 100%. This only applies to federal, state and local income taxes – not self-employment taxes.

No law directly requires employers to provide medical care to their employees. Under the ACA, employers with 50 or more full-time employees (or the equivalent of part-time employees) must offer health insurance to 95% of their full-time employees or pay a penalty to the IRS .

Unfortunately, health insurance for micro-businesses is not beneficial. You can’t get a discount just because you’re a business. However, providing health insurance is definitely an advantage for some employees.

So far, these regulatory changes have also eliminated the individual mandate tax penalty; Eliminate cost-sharing payments in 2017; Reduce funding for ACA Navigator services; and the invalidation of the warranty issue in the ACA community assessment provisions.[1]

Health plans that do not comply with the ACA, listed by the Academy of Actuaries as “Key Drivers of Premium Changes in 2019,” could be the biggest factor affecting market stability.[2 ] These plans include Community Health Plans (AHPs), Short Term Limited Term Plans (STLD), Agriculture/Farm Plans, and Faith-Based Prepaid Coverage Plans or “Co – Ministries.” Alternative plans are less expensive than existing products, but are not required to cover pre-existing health conditions, maintain minimum medical expense ratios, cover essential health benefits, or discriminate in pricing based on gender or sex state of health. With the individual mandate tax penalty no longer in effect, enrollment in ineligible plans could increase rapidly.

Community health plans (AHPs) allow some small employers (including the self-employed) to pool their employees together to purchase health insurance as a larger group. In June 2018, the Department of Labor finalized new regulations that expand access to AHPs by significantly relaxing previous requirements that ensure these groups qualify for “bona fide” community status. The new rules allow sole proprietors and/or small businesses to actually band together to buy insurance, which is a concern for the individual and small group markets, which have the same set of protections as the consumer like the individual market regulated by the ACA.

Some ACA provisions still apply to AHPs because they are considered large group coverage.[3] AHPs must meet out-of-pocket maximums and cannot place lifetime limits on coverage. However, although AHPs cannot discriminate against people with pre-existing conditions, they can set premiums based on type of employment, gender, age and geographic location. Also, employers with fifteen or more employees are not required to cover the ten basic health benefits included in the ACA, unless they want to offer maternity benefits.[4]

Avalere estimates that 3.2 million people will switch from ACA-compliant plans to AHPs by 2022 — 1 million from the individual market and the rest from the small group market. They also estimate that premiums will increase by 3.5 percent for those who remain in the ACA-compliant individual market, which means that approximately 130,000 people will still be uninsured.[5]

Several states with large rural populations initially sought regulatory relief through some type of coverage focused on farmers and ranchers. These farm plans are similar to AHPs, except that members do not have to be businesses; they can only be individuals. In some states, members do not have to be farmers or have any ties to agriculture to join the association. Major state Farm Bureau plans include Farm Bureau Health Plans in Tennessee, Agricultural Cooperatives in Minnesota, and Agriculture Health Plans in Iowa.

Despite the implementation of the ACA, Tennessee continued to allow its Farm Bureau to sell non-ACA compliant plans to individuals outside the ACA marketplace. These plans must not comply with key requirements of the ACA, including the mandate to provide essential health benefits and provide coverage to people with pre-existing conditions. In fact, these plans are underwritten and sold as they were before the ACA. In the first few years after the ACA, enrollees had to pay a tax penalty for not paying.
